Before starting to learn any web languages, you should know the fundamentals of the Web, Internet, network basics, client-server, and how the Browser works overall.
I recommend reading the MDN Blog on “How the web works?”, this blog will give you a brief idea about web development.

CSS or Cascading Style Sheets is a style sheet-based language to design the HTML document and make it presentable on the web.
Start your journey with HTML & CSS and then move on to the Advance CSS, build some projects and finally create a Portfolio. These two languages are enough for you to start earning, you can start creating and selling your own HTML Templates or Freelance as a web designer.
